The National Procurement Directorate (NPD) has issued Amendment No.2 for the Research Laboratories Establishment Project on behalf of the Afghanistan Standard and Quality Authority (ASQA). This update introduces important changes to the submission requirements for technical documentation.
Key Amendment in the SBD/TOR (Page 19)
The requirements for the Certificate of Conformity (CoC) and technical documentation have been updated as follows:
- Certificate of Conformity (CoC): Bidders are no longer required to submit the CoC during the bid submission or evaluation process. Instead, the CoC must be submitted at the time of equipment delivery.
- Technical Compliance Matrix (TCM): Bidders are now required to submit a Technical Compliance Matrix (TCM) alongside their equipment catalogues.
- Submission Timing: The TCM and catalogues can be submitted either with the initial bid or during the evaluation process.
- Compliance Standard: The TCM must provide a clear, point-by-point comparison between the specifications of the proposed equipment and the requirements outlined in the Terms of Reference (TOR).

- Validity: All other contents of the Standard Bidding Document (SBD) and Terms of Reference (TOR) remain applicable without any changes.
